U.K. stocks surged the most in three months amid signs that U.S. lawmakers may agree on a compromise deal to avoid a sovereign-debt default.

Hays Plc (HAS) climbed 2.2 percent after the recruitment company said quarterly fees increased in its European markets. WH Smith Plc (SMWH) jumped the most in six months after raising its final dividend and saying it plans to repurchase an additional 50 million pounds ($80 million) of shares. Melrose Industries Plc (MRO) added 1.8 percent after KKR & Co. said it will pay about $1 billion for two of its U.S. industrial-products companies.

The FTSE 100 Index advanced 92.58 points, or 1.5 percent, to 6,430.49 at the close of trading in London, halting a three-day losing streak after falling to a three-week low yesterday. The equity benchmark has lost 2.9 percent from a high on Sept. 19 as a standoff between U.S. lawmakers led to the first partial government shutdown in 17 years. The broader FTSE All-Share Index also added 1.5 percent today, as did Ireland�� ISEQ Index.

    On Thursday, French telecom equipment giant Alcatel-Lucent (NYSE: ALU  ) announced that it is partnering with Russian telco Avelacom to build a 100 gigabit-per-second (100G) optical backbone network from London to Moscow. Based on Alcatel-Lucent's Agile Optical Networking technology, the 100G optical network will permit high-capacity, low-latency, high-speed distribution of data between the two capitols. The network will also tie up with Avelacom's existing lines among Moscow and St. Petersburg, the Baltic states, Scandinavia, and Western Europe.

    A buoyant housing market and record low interest rates have provided a windfall for investors in AvalonBay Communities (AVB) -- shares of the $20.5 billion housing REIT have rallied more than 31% since the start of January. Many income investors go gung-ho over conventional commercial REITs, while ignoring the housing REITs; that's a big mistake. AVB is one of the best-run residential real estate investment trusts, with interests in more than 80,000 units spread across some 250 apartment communities.

    It's true that housing REITs don't have many of the same protections from tenants that commercial landlord REITs do. But that hasn't stopped AVB from earning meaningful returns. The firm focuses its portfolio on affluent metro areas like New York and San Francisco, and as a result, it has been able to maintain high occupancy rates for its apartment homes.

    One of AVB's biggest benefits is its pipeline. Instead of acquiring existing apartments, the firm holds development rights to approximately 45 communities as of its most recent financial filings. That hands-on strategy means that AVB is able to collect bigger long-term returns on investment than a mere owner-operator could.

    Right now, AvalonBay pays out a 3% dividend yield -- if the Fed follows the Bank of Japan's lead with another round of QE, that high dividend yield could make AVB one of the bigger beneficiaries of new money pouring into stocks.

    You'd be forgiven for thinking that natural gas pipeline owner Williams Partners (WPZ) is a commodity-driven stock. It certainly seems like one at first glance. But while this master limited partnership owns one of the largest midstream natural gas operations in the country, it's not a commodity-driven play. It's an income play.

    Williams owns one of the largest pipeline networks in the country, transporting natgas in huge volumes. It also operates a huge midstream operation that gathers and processes natgas with a focus on the lucrative Marcellus shale. But more than three-quarters of WPZ's cash comes from fee-based sources that aren't subject to swings in commodity prices (the firm makes most of its money by charging customers to transport their gas). That, and the tax advantages of a MLP, mean that this stock was basically purpose-built for building income. And a huge 7.05% dividend yield proves it.

    After spending several years in acquisition mode, Williams owns a mature portfolio of assets that should continue to pay off in the years to come. Hedge funds made a big bet on WPZ, buying up 6.22 million shares in the most recent quarter. Collectively, that entitles funds to a $62 million dividend payout in the year ahead.

    Size is not the only thing that matters, but size can help overcome some of the cash flow issues these MLPs face. The differentiating factor is a company�� distribution coverage ratio which is the cash the MLP has to distribute to its limited partners divided by its maintenance capex and interest on the company�� debt. Anything number larger than 1 is solid.

    Crown Holdings Inc.(CCK) cut its third-quarter earnings guidance on lower end-user demand in some of the food-and-beverage packaging company’s markets, including European food cans and North American beverage cans.
